Make Beliefs Comix
You can only create a Max of 18 panels with this site, but it primarily uses a drag and drop system to build your comic. For more help click the Getting Started button on the top right.
Super Action Comic Maker
This site probably won't work for this project, but it's pretty cool and worth highlighting.
